Description: The Maryland State Highway Administration (SHA) has made a commitment to mitigate for unavoidable and historical impacts to wetlands from transportation projects. The SHA is working with local jurisdictions, watershed groups, and resource and regulatory agencies around the state to realize watershed goals, restore stream segments, and contribute to the state's green infrastructure. Maryland has two million acres of ecologically significant land that has not been developed, of which almost three-quarters are unprotected. The state designated the GreenPrint program to preserve the state's remaining natural resources and to create an extensive, intertwined network of conservation lands. The purpose of the program is threefold:

- Identify, using the most up-to-date computer mapping techniques, the most important unprotected natural lands in the state;

- Link, or connect, these lands through a system of corridors or connectors; and

- Save those lands through targeted acquisitions and easements.

To support the GreenPrint program a statewide Green Infrastructure network was developed which included a mapped inventory of existing resources in a GIS data format. This data along with resource information and watershed plans from local jurisdictions are made available to Maryland SHA's planning, environmental, and design staff to reference in avoiding, minimizing, and mitigating for unavoidable impacts from transportation. The SHA is currently using the Green Infrastructure approach to not only target avoidance and minimization efforts, but to identify potential mitigation sites and environmental stewardship opportunities as part of the US 301 Waldorf Area Transportation Improvement Project.

Additionally, SHA utilizes the Watershed Resources Registry (WRR) to assist with avoidance and minimization efforts and to target mitigation and stewardship efforts. The WRR is a collaborative national/regional pilot that grew out of the Green Highways Partnership. It is an interactive Geographic Information System (GIS)-based screening tool that:

- Integrates and streamlines regulatory programs

- Guides resource planners

- Saves time and $, and increases program efficiencies

The WRR application has been valuable for gathering environmental inventory information, assessing watershed needs, and identifying potential mitigation sites. It can also be used to provide backup information for justifying mitigation site selection in support of various regulatory permitting processes. The web application also compliments initial field reconnaissance by providing the ability to export data about a location onto a print map including latitude/longitude coordinates which can be keyed into a GPS for navigation purposes. Using the WRR, SHA is able to evaluate based on outputs from the 8 suitability analyses to avoid areas for preservation and to identify areas where multiple ecological benefits can be realized.
