Description: LADC is a GeoMedia and SharePoint-based application developed to promote data sharing between local agencies in South Carolina and SCDOT. The application will allow the State's 46 counties to upload and share local roadway data with SCDOT, which will then integrate this information into a standardized format within its Roadway Inventory Management System. By allowing SCDOT to more easily identify local road mileage and attributes, LADC will support SCDOT to more accurately allocate funding for local roadways and conduct effective transportation analyses, such as identifying transportation asset locations and analyzing accident locations.

Description: The South Carolina Department of Transportation (SCDOT) is implementing an early project screening process for natural resources impacts during development of the Long Range Plan. A geographic information system (GIS) database with maps of environmental constraints will be utilized by SCDOT-funded resource and regulatory agency personnel to evaluate projects for potential impacts on projects and corridors with planned transportation improvements. The process has been piloted with one Metropolitan Planning Organization and two Councils of Government.

GIS coverages are being developed for threatened and endangered species, wetlands, and high priority management areas so SCDOT and regional transportation planning organizations can avoid and minimize impacts and identify potential mitigation sites. Mitigation site identification is based on watersheds and proximity to heritage trust preserves, to help expand or protect significant conservation areas. Results of early project screening will also be used to support future National Environmental Policy Act (NEPA) documentation and complete project rankings. Based on the reviewing agencies’ comments, corridors and/or alternatives will be studied to avoid and minimize the impacts of a proposed project.

An interagency agreement supporting the effort promotes improved decision-making through early identification of potential issues through early and continuous coordination with all involved agencies, and assistance with prioritization of projects. Earlier resource agency input is expected to help to identify any major impediments and provide supporting information in a timely manner, as well as identify potential mitigation for the project.

Participating agencies in the interagency agreement include the U.S. Fish and Wildlife Service, S.C. Department of Natural Resources, S.C. Department of Health and Environmental Control, S.C. Department of Archives and History, the Army Corps of Engineers, and the U.S. Environmental Protection Agency. The agreement outlines a 45-day turnaround time for agency review and comments. These comments are then incorporated into the development of the Long Range Plans to ensure continuity in case of personnel turnover. The progress of the early screening and involvement program will be measured by its success in reducing the amount of project delays and the costs associated with that.
