Description: For agencies to effectively communicate information regarding roadway business data, the Florida Safety Office initiated a project to evaluate the feasibility of a comprehensive roadway network, which could be internet-accessible, and managed and maintained through documented procedures, standards, partnerships, and cooperative agreements. The feasibility study completed early in 2007 indicated a need for a comprehensive roadway network. Currently, an implementation plan is being developed for this initiative.

Description: The Florida black bear serves as a good focal species in Florida for transportation-related habitat connectivity and mortality issues because black bears utilize habitat on a broad, landscape level. Listed as threatened by the State, black bears also serve as an umbrella species for numerous other mammals, amphibians, and reptiles that occur in similar plant community types, many of which benefit from highway structures installed to overcome the barrier effects of roads and maintain links between viable populations of black bears. Interaction among black bear populations helps keep the overall population stable by compensating for local disruptions that might otherwise eliminate all black bears in a particular region. Adult male black bears typically roam around 42,000 acres, while females restrict their home range to 7,000 acres. According to the Defenders of Wildlife, 88 bears were killed on Florida roads in 1988. The black bear’s prime habitat is disappearing at a rate of 200,000 acres a year, as approximately 500 new people arrive each day.

In 2000, the Florida Department of Transportation (FDOT) initiated a cooperative effort with the Florida Fish & Game Commission to prioritize and begin to address black bear roadkill problem areas on a statewide basis, to focus and direct investments in habitat conservation and connectivity improvements, and to streamline project approvals. Bear roadkill data were re-analyzed to rank road segments by the percent of total statewide roadkills and percentage of kills in the past ten years, and then combined with habitat information, including percent of buffer encompassed by conservation lands and strategic habitat conservation areas. The ranking is providing guidance in siting wildlife underpasses on a statewide basis. Fifteen black bear roadkill problem areas were identified, ranging from 2.4 to 34.4 miles each. These 15 areas comprising 40 percent of the total transportation-related bear mortality in the state. The core habitat systems surrounding these problem areas also provide important habitat for many species of mammals, amphibians and reptiles.

At least as important as the priority crossing and connectivity needs, the analysis revealed that land management and conservation are critical in enhancing the black bear’s potential for long-term survival in Florida. The results were shared with the state’s Conservation and Recreational Lands program to help justify the purchase of a 22,260-acre tract associated with the Aucilla River Project in the Big Bend area of north Florida, a top three conservation priority as a result of the study. Meanwhile, FDOT has begun design work on a new wildlife underpass for the black bear on State Route 46 in Lake County, also a top priority. A 50-foot slab bridge with vertical MSE end walls was discussed as a future standard or prototype for future underpass structures, due to its size, absence of center support, and reasonable construction cost. Use of specific native vegetation to provide cover up to the approach of the crossings was also recommended.

Description: The Efficient Transportation Decision Making (ETDM) process is Florida's procedure for reviewing qualifying transportation projects to consider potential environmental effects in the Planning phase. This process provides stakeholders the opportunity for early input, involvement, and coordination. It provides for the early identification of potential project effects and informs the development of scopes for projects advancing to the Project Development and Environment (PD&E) phase.

The ETDM process was developed with input from 24 federal, state and regional transportation and resource agencies, collectively referred to as the Environmental Technical Advisory Team (ETAT), on what was needed to make the environmental review process easier and more streamlined. The ETDM process is composed of two project-screening events: Planning and Programming. The planning and programming screenings are intended to engage resource agencies early, allowing FDOT to identify and resolve potential problems and issues before the project reaches the environmental review and permitting process. TAT members and the public have the opportunity to provide input to the FDOT regarding a project's potential effects on the natural, physical, cultural, and community resources throughout the Planning phase of project delivery. These comments help to determine the feasibility of a proposed project; focus the issues to be addressed during the PD&E phase; allow for early identification of potential avoidance, minimization, and mitigation opportunities; and create products that may be used in the PD&E phase to promote efficiency and consistency during project development.

Coordination with the ETAT members is facilitated through the Environmental Screening Tool (EST), an Internet-accessible interactive database and mapping application. The EST brings together resource and project data from multiple sources into one consistent format. It provides quick, standardized Geographic Information System (GIS) analyses, identifying potential natural, physical, cultural, and community resources present in the project area. The EST also allows the ETAT members the opportunity to provide input on proposed projects. Description: The Florida DOT's Efficient Transportation Decisionmaking (ETDM) process creates linkages among land use, transportation, and environmental resource planning initiatives through early, active, and continuous agency and community involvement. ETDM identifies critical issues as early as the planning phase to reduce conflicts among permitting agencies. The process uses a state-of-the-art, web-based GIS technology called the Environmental Screening Tool (EST). The EST allows team members to communicate more effectively by providing efficient access to information describing a transportation project and the human environment and natural resources in proximity to the project. Florida's EST, and other similar technologies, can improve decisionmaking and have the potential to greatly reduce the time, effort, and cost required to implement transportation plans, while helping to protect the human and natural environment. The EST helps promote interagency team coordination during transportation project reviews, ensuring agency interaction throughout a project's lifetime. By providing an easily accessible information mechanism to sponsoring agencies and the public, improvements can be made to the planning, scoping, permitting, evaluation and feedback processes associated with transportation decisionmaking.

Description: TAIMS is a web-based system originally developed by FDOT's Planning Office in District 5, but is currently under FDOT's Production Management Office. TAIMS consists of 10 modules, which include Transportation Modeling, Level of Service, Design Traffic, Environmental, Public Transportation, Work Program, Roadway Characteristics Inventory (RCI), and Growth Management, to name a few. Each module has a consistent interface that, depending on the module, may include data entry forms, query screens, reports, and interactive maps. Tools available through TAIMS include the ability to produce mailing labels from buffered corridors. TAIMS also includes over 80 GIS layers. RCI and Work Program data are automatically downloaded on a daily basis from FDOT's Central Office servers. Other data layers include level of service (LOS), adopted models, access management, Developments of Regional Impact (DRI), and many others.

Description: The Turnpike Enterprise Asset Management System (TEAMS) is a comprehensive management tool for turnpike assets and related information. TEAMS contains an inventory of the turnpike's fixed assets, including condition assessment and replacement costs. The system also calculates predicted time for renewal and replacement, and provides support for budget development. Asset-related modules in TEAMS include facilities, roadway, structures, National Pollutant Discharge Elimination System (NPDES), pavement, and work program. TEAMS is integrated with several of FDOT’s systems, including Work Program, Roadway Characteristics Inventory (RCI), DataStream Work Order System, and PONTIS® (a Bridge Management System). TEAMS also dynamically maps milepost-based data on the fly, including RCI, pavement, and crash data, among many others. Reports and maps are inter-related, which allows users to go from an asset report to a map showing its location and vice versa. Finally, TEAMS includes links to MicroStation files, inspection reports, and other documents, as well as a video log.
