Description: The Arkansas Highway and Transportation Department (AHTD) and the Federal Highway Administration (FHWA) Arkansas Division currently participate in a Federal Geographic Information System (GIS) Users Group that is comprised of various state and Federal agencies within Arkansas. At User Group meetings, agencies share GIS data and discuss projects that may affect other agencies, thus reducing duplication of effort in gathering data. The AHTD and the FHWA Arkansas Division are currently evaluating ways to use GIS to streamline the NEPA process on large projects needing Environmental Impact Statements.

Description: GeoStor is an enterprise-class state GIS data clearinghouse. The Arkansas Geographic Information Office (AGIO), a statewide agency responsible for coordinating geospatial activities in all levels of government and the private sector, maintains GeoStor. GeoStor's data distribution function allows local, state and federal agencies to store and publish the digital map data they produce for other entities to use. GeoStor currently has over 500 data layers, including elevation, transportation, site data, hydrology, soils and satellite imagery.

Description: In July 2002, the Arkansas State Highway and Transportation Department (AHTD) finalized its Historic Bridge Management System (HBMS). HBMS utilizes innovative geographic information systems (GIS) technologies to manage effectively the AHTD Historic Bridge Inventory and to enhance mitigation during the historic bridge replacement process. AHTD developed the system to 1) centralize its historic bridge data using GIS technology; 2) monitor and analyze trends in distribution and replacement of AHTD's historic bridges; 3) improve the marketing of historic bridges; and, 4) enhance mitigation techniques used during the historic bridge replacement process. Using HBMS, AHTD can easily locate historic bridges on maps and interpret each bridge's landscape. HBMS also includes documents for each bridge, such as National Register of Historic Places nomination forms and related Section 4(f) and other programmatic agreements, and marketing materials.

Description: The Arkansas State Highway and Transportation Department (AHTD) combined innovative Geographic Information System (GIS) technology with early, proactive coordination with state and Federal resource agencies, the public, and Native American tribes to expedite the NEPA project development process for the I-69 Connector. The development of a project specific GIS was the key element in streamlining the transportation decisionmaking and permitting process for this project. The GIS served as an effective tool for managing environmental data for the over 600 square mile project area in a cost and time efficient manner. Early involvement with state and Federal resource agencies and the public helped identify key environmental and community issues before alternatives were developed, allowing AHTD to limit the number and location of project alternatives to areas that avoided and minimized involvement with wetlands, farmland soils, archeological resources, etc.
