Description: The Florida black bear serves as a good focal species in Florida for transportation-related habitat connectivity and mortality issues because black bears utilize habitat on a broad, landscape level. Listed as threatened by the State, black bears also serve as an umbrella species for numerous other mammals, amphibians, and reptiles that occur in similar plant community types, many of which benefit from highway structures installed to overcome the barrier effects of roads and maintain links between viable populations of black bears. Interaction among black bear populations helps keep the overall population stable by compensating for local disruptions that might otherwise eliminate all black bears in a particular region. Adult male black bears typically roam around 42,000 acres, while females restrict their home range to 7,000 acres. According to the Defenders of Wildlife, 88 bears were killed on Florida roads in 1988. The black bear’s prime habitat is disappearing at a rate of 200,000 acres a year, as approximately 500 new people arrive each day.

In 2000, the Florida Department of Transportation (FDOT) initiated a cooperative effort with the Florida Fish & Game Commission to prioritize and begin to address black bear roadkill problem areas on a statewide basis, to focus and direct investments in habitat conservation and connectivity improvements, and to streamline project approvals. Bear roadkill data were re-analyzed to rank road segments by the percent of total statewide roadkills and percentage of kills in the past ten years, and then combined with habitat information, including percent of buffer encompassed by conservation lands and strategic habitat conservation areas. The ranking is providing guidance in siting wildlife underpasses on a statewide basis. Fifteen black bear roadkill problem areas were identified, ranging from 2.4 to 34.4 miles each. These 15 areas comprising 40 percent of the total transportation-related bear mortality in the state. The core habitat systems surrounding these problem areas also provide important habitat for many species of mammals, amphibians and reptiles.

At least as important as the priority crossing and connectivity needs, the analysis revealed that land management and conservation are critical in enhancing the black bear’s potential for long-term survival in Florida. The results were shared with the state’s Conservation and Recreational Lands program to help justify the purchase of a 22,260-acre tract associated with the Aucilla River Project in the Big Bend area of north Florida, a top three conservation priority as a result of the study. Meanwhile, FDOT has begun design work on a new wildlife underpass for the black bear on State Route 46 in Lake County, also a top priority. A 50-foot slab bridge with vertical MSE end walls was discussed as a future standard or prototype for future underpass structures, due to its size, absence of center support, and reasonable construction cost. Use of specific native vegetation to provide cover up to the approach of the crossings was also recommended.
